The Challenge

The organization was confronted with incomplete and fragmented workforce data, resulting in limited visibility into its human capital profile. This made it challenging to accurately determine staff strength, assess workforce capacity, distinguish between active and inactive personnel, and make informed decisions for strategic workforce planning and resource optimization.

Our Approach

Pivotage Consulting deployed a structured, evidence-based, and data-driven methodology to conduct a comprehensive workforce assessment across the organization. Leveraging data from the Integrated Payroll and Personnel Information System (IPPIS), we verified personnel records and supporting documentation to enhance the accuracy, integrity, and consistency of workforce data.

Through this exercise, we successfully validated staff records, identified active and inactive personnel, reconciled data discrepancies, and established a more reliable workforce database to support informed decision-making.

In addition, we conducted a comprehensive personnel audit and skills gap assessment to evaluate the competencies, capacity, and readiness of the workforce against current and future organizational requirements. The assessment revealed critical capability gaps, including the need to strengthen change management competencies among civil servants to support ongoing public sector reforms and transformation initiatives.

To address this gap, we designed and delivered targeted change management training programmes aimed at equipping civil servants with the knowledge, skills, and mindset required to effectively navigate organizational change, drive adoption of new processes, and improve service delivery outcomes.
